Measure the Program by Decisions, Not Test Counts
A plant does not gain reliability simply because more assets were tested. Useful program measures include overdue critical findings, repeat defects, emergency electrical downtime, percentage of critical equipment with baseline data, repair closeout time, and whether planned outages complete the highest-risk work.
These measures connect technical activity to operations. They also show where the program needs improvement: missing spares, weak follow-through, insufficient outage time, poor asset naming, or test intervals that do not match condition. Maintenance becomes easier to fund when leaders can see the decisions and avoided disruption it supports.
