The Test Plan Changes With the Life of the Equipment

New switchgear needs acceptance testing to verify installation, configuration, and operation before it becomes part of the facility’s risk. Existing switchgear needs maintenance testing to determine whether age, environment, duty, or previous faults have changed its condition.

The current ANSI/NETA ATS-2025 is written for suitability for initial energization. Maintenance work uses prior baseline data, service history, and the equipment’s present condition to decide what can remain in service and what needs correction.

What Acceptance Testing May Include

A project scope may include enclosure and bus inspection, anchorage and grounding, insulation resistance, contact resistance, breaker testing, instrument-transformer checks, protective-relay tests, metering verification, control-power checks, interlocks, and system function tests. Functional verification matters because individually correct components can still be wired or configured incorrectly as a system. Maintenance Testing Starts With Condition

Service-aged gear brings different questions. Dust, moisture, corrosion, mechanical wear, lubricant condition, loose connections, breaker operation counts, and evidence of overheating can influence the test scope. A breaker that has interrupted a fault may deserve different attention from a lightly used spare.

  • Compare results with acceptance or prior maintenance data.
  • Verify settings against the current coordination study.
  • Retest after repairs or component replacement.
  • Keep one-line drawings and equipment labels synchronized with the field.

Deficiencies Should Have an Energization Disposition

Every acceptance deficiency should end in a clear status: corrected and retested, accepted by the responsible authority with documented reasoning, or still open and blocking energization. Ambiguous notes such as ‘check later’ transfer risk to operations and make it difficult to know which version of the equipment was actually approved.

For maintenance work, the disposition may be continued service, increased monitoring, scheduled repair, load restriction, or removal from service. The recommendation should reflect measured condition, equipment criticality, spare availability, and the time required to obtain components. That is where technical testing becomes a practical reliability decision.

Buying a Report You Can Use

A useful switchgear report should not end with a stack of pass/fail sheets. It should explain exceptions, identify the equipment affected, distinguish urgent corrections from planning items, and document assumptions or inaccessible components.
