Panel Testing Is More Than Opening the Door

An electrical panel may appear normal while a loose termination, overloaded circuit, damaged breaker, incorrect label, or deteriorated insulation is developing inside. A meaningful panel-testing scope combines visual inspection with the tests that match the panel’s voltage, construction, service history, and importance to the facility.

The visit should begin with records: panel schedules, one-line diagrams, available fault-current information, previous findings, and recent changes. Energized and De-Energized Work Answer Different Questions

An energized infrared inspection can identify abnormal heat under real operating load. It may reveal loose connections, phase imbalance, overloaded conductors, or poor contact, but it cannot prove breaker timing or insulation condition. Infrared scan services are most useful when load and operating conditions are recorded.

De-energized work can include cleaning, torque or connection checks where specified, insulation-resistance measurements, breaker inspection, contact-resistance testing, and functional checks. Because exposed energized work presents serious hazards, OSHA electrical work practices require safety-related practices appropriate to the exposure.

What Belongs in the Report

The report should identify the exact panel, location, voltage, manufacturer, main rating, circuits or devices evaluated, test instruments, conditions, and findings. Photographs should be tied to equipment names rather than delivered as an unlabeled image gallery.

Good findings are prioritized. An immediate hazard, an outage repair, a labeling correction, and a condition to monitor should not all be presented with the same urgency. Owners need enough context to assign work and verify that corrective action is complete.

  • Confirm panel and circuit identification.
  • Record load conditions for infrared findings.
  • Separate observations from measured test results.
  • Retest repaired components when the original concern can be reproduced.

How Scope Changes With the Panel

A small branch panel, a service-entrance panelboard, and a distribution panel feeding critical loads should not automatically receive the same test package. Main devices, adjustable trip units, ground-fault protection, available fault current, service history, and the consequence of failure can justify deeper testing or a different outage plan.

Older panels may also have obsolete breakers, limited replacement options, missing documentation, or components that should not be disturbed without a repair strategy. A pre-outage walkdown lets the owner identify those constraints, obtain parts, and decide how a failed device will be handled before power is removed.

Building Panels Into a Larger Program

Panels should not be managed in isolation from upstream switchgear, transformers, grounding, and protective devices. NFPA 70B maintenance testing guidance provides a useful starting point for organizing condition, criticality, and maintenance intervals across the distribution system.
